FitCD
This is a tool that helps you calculate the exact image-size and bitrates of a (S)VCD.
It includes a resizing calculator for optimal (macro)block-usage in MPEGs. You can also export a sample script for use with avisynth.
FitCD is very accurate and functional at calculating bitrates and optimal resizing. No known tool can compete with this features, yet, which have grown since April 2001.
An extended version of FitCD is Fit2Disc, which especially has got a source-preview, comfortable and automatic cropping, and also calculations for DVDs.
